Statement by the Arab League Following the Developments of the Situation in Syria

The council of the League of Arab States, held on the ministerial level in a resumed session on November 24, 2011 in Cairo.

-After being informed of the replies of the government of the Arab Republic of Syria regarding the signing of the protocol concerning the legal status and the mandate of the Arab League's monitors' mission to be sent to Syria; as the latest of these replies was on November 24, 2011.
 
-After listening to the report by the Secretary General of the League regarding the development of the situation in Syria
-In light of the interventions of the Chairman of the council and the heads of the delegations.
 
-So as to save the bloodshed of the Syrian people and to guarantee the security and unity of Syria and saving it from external interventions.
 
-Based on the Arab initiative for resolving the Syrian crisis, and the relevant resolutions by the League's council,
 
Decides
 
First:
 
To call the Syrian government to sign the protocol concerning the legal status and the mandate of the Arab League's monitors' mission to be sent to Syria according to the formula of the resolution adopted by the council of the League of Arab States on the ministerial level in its resumed session no. 7439, in the session held on November 16, 2011. This signing should take place by Friday November 25th at the headquarters of the Arab League general secretariat.
 
Second:
 
The Secretary General of the Arab League will send the Arab League's monitors' mission to Syria to perform its missions according to the protocol as soon as it is signed.
 
Third:
 
Calling the Syrian government and the factions of the Syrian opposition to hold a national dialogue conference, according to the Arab initiative to resolve the crisis in Syria, so as to agree to the formation of a national unity government to run the transitional period.
 
Fourth:
 
In case the Syrian government did to sign the protocol concerning the legal status and the mandate of the Arab League's monitors' mission to implement the Arab initiative, or in case the Syrian government breaches later the commitments stated in this protocol, and if it did not stop the killing and if it did not release the detainees, the Economic and Social Council of the Arab League will convene on Saturday November 26th to consider imposing economic sanctions on Syria according to the following axes in the way that does not affect the Syrian people:
 
-         Stopping the air flights to Syria.
 
-         Stopping the transactions with the Central Bank of Syria.
 
-         Stopping the governmental trade transactions with the Syrian government, except the strategic commodities that would affect the Syrian people.
 
-         Freezing the financial deposits of the Arab Republic of Syrian.
 
The outcomes of the proceedings of the Economic and Social Council of the Arab League are to be presented to the Ministerial Meeting of the Arab League Council that will hold a resumed extraordinary session on Sunday November 27th 2011.
 
Fifth:
 
Informing the secretary general of the United Nations of this resolution and asking him to take the necessary measures according to the UN Charter to support the efforts of the Arab League to resolve the crisis situation in Syria.
 
Sixth:
 
Keeping the Council in a permanent session to follow the development of the situation
