The Arab Ministerial Committee Concerned with the Situation in Syria held a meeting at the ministerial level dated January 8, 2012 in Cairo, headed by Sheikh Hamad Bin Jasim Bin Jaber Al Thani, the Prime Minister and Foreign Minister of Qatar, with the participation of the Secretary General of the League and the heads of the delegations of the member countries of the Committee.
 
In implementation of the Fifth Article of the Protocol of the Mission of the League of the Arab States Monitors to Syria, the Ministerial Committee studied the presentation made by Marshal Mohamed Ahmed Mustafa Al-Dabi, the Head of the Mission of the League of the Arab States Monitors to Syria that is sent according to the Protocol signed by the Arab Republic of Syria and the General Secretariat of the League on December 19, 2011.
 
After listening to the interventions by the head of the Committee and the Secretary General, as well as the discussions by the heads of the delegations, the Ministerial Committee praised the appreciated efforts by the Arab League  Monitors in Syria, which is carried out under difficult circumstances and amid huge risks. The Ministerial Committee also praised the presentation made by the head of the Mission.
 
The Committee also expressed its strong condemnation of the bombings that took place in Damascus, by whomever who committed them, and condemning all acts of violence and murder directed against the Syrian citizens.
 
The Ministerial Committee concluded by voicing an emphasis on the following:

1 - Inviting the Syrian government to commit itself to immediate and full implementation of all commitments stated in the protocol signed in this regard, so as to ensure the protection of the Syrian civilians and allowing freedom for peaceful demonstrations so as to ensure the success of the mission of monitors of the Arab League in Syria - taking into account the partial progress in the implementation of some of the commitments made ??by the Syrian government under the Arab Plan of Action.

2 - Supporting the Mission of Monitors by providing more personnel and equipment to get the mission to perform its functions to the fullest.

3 - Emphasizing that the continuity of the mission's works depends on the Syrian government's commitment to an immediate and full commitment to its vows established under the Arab Plan of Action, or else the presence of the mission becomes not serving the purpose for which this mission has been created for.

4 - Inviting the Secretary General of the League to continue coordination with the Secretary General of the United Nations to strengthen the technical capacity of the Monitors Mission of the Arab League in Syria.
 
5 – The Head of the Mission provides a comprehensive report on 19.01.2012 to the Secretary-General regarding the Syrian government's commitment to the implementation of its commitments under the Arab Plan of Action, which has stated the following:

• Stopping all acts of violence from any source so as to ensure the protection of the Syrian citizens.
• The release of the detainees who are detained because of the current events.
• The evacuation of the cities and neighborhoods of all armed manifestations.
• Opening the door for the concerned organizations of the League of Arab States and the Arab and international media to move freely in all parts of Syria to see the reality of the situation and to monitor the events taking place.

6 – Demanding all parties of the Syrian opposition to intensify their efforts to provide their political perceptions and visions for the next stage in Syria, and having the Secretary-General of the League to call the Syrian opposition to convene in a preparatory meeting for the Syrian opposition, as an implementation for the League's Ministerial Council resolution issued on 24/11/2011, which has called on the Syrian government and the opposition parties to hold a conference for a National Dialogue, according to the Arab Initiative to resolve the crisis in Syria, in order to agree on forming a government of national unity for steering the transitional phase.
