1st Round of Stage 3 of the Egyptian Parliamentary Election 2005-12-01


Complete Close Down of Polling Stations…. Arrest of Some Candidate’s Representatives


At the start of the first round of the third stage of the parliamentary election which is taking place in 9 Governorates, the observers of the Sawasiyah Centre for Human Rights and Combating Discrimination (SCHRCD) are continuing their monitoring of the main election’s features and phenomena during this stage amongst which are:


Al-Daqahliyah Governorate:
• At Bandar-Al Mansorah Constituency, our observers recorded the close down of all Sandoob polling stations under the full knowledge and co-ordination of the Chief Intelligence Police-Mabaheth-officer, Wa’il Mansoor, who has expelled all representatives and proxies to the Independent Candidate, Saber Zaher.
• At the same constituency, at the Takween Al-Mehani (the professional qualifying) School in Al-Jana’s Street, our observers recorded the arrest of Ali Lotfi, a local resident and the general representative of same candidate, at the hand of the security forces.
• In Bani Obaiyed Constituency, at Waish Village, our observers recorded the kidnapping of two representatives of the Independent Candidate, Tariq Al-Desoqi. These two are Ayman Abdol Haie and Hammad Al-Saeid Al-Showihi.
• In Miniyaht Sandoob Village, our observers also recorded the kidnapping of Saber Fawzi Faris, Hani Al-Tohami Ahmed, Mohammed Ibrahim Abdol-Mottaleb and Ahmed Al-Adl Abd-Rabohoh by the security forces in front of the 4 polling stations at the same constituency.


Kafr Al-Shaikh Governorate:
• Our observers recorded the total close down y the security forces of 3 polling stations at Hoda Sha’arawi’s school, Al-Dhaie’s Al-Motaqademah (advanced) School and at Sakha Al-Tojariyah (commercial) School.


Domiatte Governorate:
• At the local council unit in Al-Khaiyatah Village, which belongs to Demiatte’s District, our observers recorded the siege of the polling station by the security forces who denied the candidate’s entire team of agents any access to the polling stations.
• In Ezbat Al-Lahm-also belongs to Demiatte’s District- our observers have recorded the arrest of Lotfi Al-Ja’adi, Shareef Fattoh, Al-Tabe’I Al-Talkhawi and Hamed Al-Ghabbash, the representatives of the Independent candidate Saber Abdol Sadeq.
• At Al-Jomrok School -belongs to the 4th District of Demiatte City- our observers recorded the siege of the polling stations by the security forces who struck an iron curtain preventing all local residents from casting their votes.


Al-Sharqiyah Governorate:
• Al Al-Ja’afariyah School in Abo-Hammad Constituency our observers recorded the obstruction by the security forces of all representatives of the Independent candidate Saied Hozaien from carrying out their monitoring and supervisory role of the vote casing process by denying them access to the polling stations.

Tear Gas Canisters and Live Bullets to terrorise the Electorates


At the start of the first round of the third stage of the parliamentary election which is taking place in 9 Governorates, the observers of the Sawasya’s Centre for Human Rights and Combating Discrimination (SCHRCD) are still continuing their monitoring of the main election’s features and phenomena during this stage amongst which are:


Al-Daqahliyah Governorate:
• At the Takween Al-Mehani (the craft qualifying) School in Al-Jala’a Street, 1st constituency belonging to Al-Mansorah 1st Police District, our observers recorded the expulsion of all proxies and representatives of both Dr Yosri Hani and Saber Zaher, the Independent candidates by the Chief Intelligence Police-Mabaheth-officer, Wa’il Mansoor who has at the same time allowed the NDP candidate agents into the polling stations.
• At Bastam Kaream Village of the 8th constituency, which belong to Sherbean Police District, our observers recorded the discriminate use of tear gas canisters and live munitions to disperse the electorates who gathered in front of at Al-Nasser (Victory) Primary School polling sub-station No 84 and 85 to cast their votes.
• At the 12th constituency, which belongs to Al-Jammaliah Police District, our observers recorded the iron curtains formed by the police forces around the Secondary Girls School, the Prep School and the Middle Commercial School to prevent local residents from casting their votes.
• At the 10th constituency, which belongs to Meniyat Al-Nasser Police District, our observers recorded the vast discrepancies-mainly different and purposely miss-spelt names to sabotage the vote casting process of  those envisaged as non-NDP sympathisers- between the polling lists hung on the outside walls and those in the hands of the presiding judges inside Al-Kordi School poling stations.
• At the same 10th constituency our observers recorded the tight siege by the security forces of the Brimbal Village, the birth home of the Independent candidate Ibrahim Ab-Awf, whereby the entire local population were prevented from casting their votes.
 
Demiatte Governorate:
At the 4th constituency, which belongs to Al-Zarqa’s Police District, our observers have recorded the heavy presence by the security forces in front of the Shohada’a Prep School who prevented local women voters from casting their votes.
At the same constituency our observers have recorded blocking access to polling stations by the security forces to more than 50 representatives of Mohammed Al-Fallahji, the Independent candidate.
At Daqahlah, which belongs to the same constituency, our observers have recorded the complete blockage of the main access to the village which leads to the polling stations at the hands of the police forces led by Lieutenant Ahmed Al-Ghobari. This had resulted in preventing all local residents from casting their votes.
At the 1st constituency, which belongs to Demiatte Police District, our observers have recorded the complete stoppage of ballot casting at Al-Jomrok School under the false excuse of absence on the part of candidate representatives. The situation is still unchanged until this moment.


North Sinai Governorate:
At the 1st constituency, which belongs to Al-Areash Police District, our observers have recorded the close down of the polling stations t Abo-Saql School.


Al-Sharqiyah Governorate:
At the 1st constituency, which belongs to Al-Zaqazeeq Police District, our observers have recorded numerous cases of collective registered votes of non-residents (i.e. herds of people are brought from outside the constituency and registered on the polling day to cast their votes as part of an ongoing election rigging by the NDP) taking place at polling stations 1 to 14 at Al-Nasser Al-Namozajiah School, Al-Zaqazeeq Secondary School or Girls, Board of Commerce, the Commercial registry Office and at Hoda Sha’rawi School.

Thuggery Is Continuing And Becoming The Theme For The Third Stage 


At the start of the first round of the third stage of the parliamentary election which is taking place in 9 Governorates, the observers of the Sawasya’s Centre for Human Rights and Combating Discrimination (SCHRCD) are still continuing their monitoring of the main election’s features and phenomena during this stage amongst which are:


Sohaj Governorate:
• At the 1st constituency, which belongs to Sohaj 1st Police District, the centre’s observers recorded the arrest of some local electorates by the security forces in front of Al-Nile Primary School polling stations.
• At the same constituency, our observers have recorded the barring by the security forces of veiled women electorates from entering polling stations numbers 82, 83, 84 and 85 to cast their votes.
• At the 4th constituency, which belongs to Tahta Police District, our observers recorded the savage physical assault by the thugs on the supporters and representatives of Mohammed Yusuf Mahmoud, the Independent candidate. The thugs have also snatched from them the electoral lists and torn it apart.
• At the same constituency, the police forces led by the officer Wisam Ismail, have physically assaulted our observer Mr Islam Tawfeeq and confiscated his camera. All of the supporters and representatives
• of Mr Mohammed Yusuf, the Independent candidate, were also kicked out from Bent Al Nile School, Commercial School for Girls and Al-Nasser primary School polling stations.
• At the 1st constituency, which belongs to Sohaj 1st Police District, our observers have recorded the kidnapping by the security forces of 26 of the supporters of the Independent candidate, Mr Mokhtar Al-Beh in front of Asma’a Bent Abo-Bakr School, Tayseer New Prep School, Abdolalh Wahbi School. Amongst the kidnapped were Mohamed Ezz and Mohammed Abdene.


North Sinai Governorate:
• At the 1st constituency, which belongs to Al-Areash Police District, our observers have recorded the gathering of a large number of thugs in font of Hamdy Awwad School to prevent electorates from casting their votes.
• At the same constituency, our observers have recoded numerous cases of collective voting as well as allowing people without IDs-known to be NDP supporters- to cast their votes.
• Still at the same constituency, our observers have recorded the prevention by the security forces of the electorates to cast their votes at the Aiesh Al-Asmar School polling stations numbers 43 and 44.
• In the women electoral ward of the Aiesh Al-Asmar School, women were forced to cast their votes openly in front of the person in charge rather than voting discreetly behind curtains in accordance with the law.


Al-Sharqiyah Governorate:
• At the 1st constituency, which belongs to Al-Zaqazeeq 1st Police District, our observers have recorded huge numbers of thugs preventing the electorates from casting their votes at the Professional Commercial Institute and Al-Nasseriyah School.
• At the 9th constituency that belongs to Hehiya Police District, our observers have recorded the closure by the security forces of the polling stations in front of all electorates in Al-Odwah and Sobieh villages.
• At the 5th constituency that belongs to Abo-Hammad Police district, our observers have recorded the prevention by security forces of local electorates from casting their votes at polling stations inside Abdollah Al-Sharqawi’s Primary and Prep Schools and in women ward at Al-Shamaliyah School.


Kafr Al-Shaikh Governorate:
• At the 3rd constituency that belongs to Bella Police District, our observers have recorded the firing by the security forces of more than 10 tear gas canisters to disperse the electorates and to prevent them from casting their votes at Hazeq Village polling stations.
• At the 7th constituency which belongs to Desooq Police District, our observers recorded the closure by the security forces of all polling stations in Dahrooj Borough where the inhabitants represent the largest block of supporters to Mr Rajab Al-Banna, the Independent candidate.
• At the 1st constituency which belongs to Kafr Al-Shaikh Police District, our observers have again recorded the closure by the security forces of all polling stations inside Hoda Sha’rawi School, Al-Sanaiy’a Al-Zokhrofiyag (Art Crafting) School, Al-Sadat Prep School, Sokha Commercial School and Seidi Talhah School.
• At the 9th constituency which belongs to Fowwah Police District, our observers yet again have recorded the tight siege by the security forces to electoral wards numbers 184 and 196 at the Al-Jazeera Al-Khadra’a (GREEN Island) Village and the prevention of the electorates from casting their votes.

The Assault on the Observers…and the Voting Only Allowed for the NDP Candidates


At the start of the first round of the third stage of the parliamentary election which is taking place in 9 Governorates, the observers of the Sawasya’s Centre for Human Rights and Combating Discrimination (SCHRCD) are still continuing their monitoring of the main election’s features and phenomena during this stage amongst which are:


Aswan Governorate:
• At the 2nd constituency that belongs to Koam Ombo Police District, our observers recorded the prevention by the security forces of all general agents and representatives to Independent candidate from entering the polling stations No 29, 30, 31 and 32 inside the Agricultural Inspection Directorate.
• At the same constituency, our observers recorded the expulsion by the security forces of Mrs Battah Mohammed Mahmoud, a general agent (proxy) to the candidate Mohammed Saleam, from Fatimah Al-Zahra’a School polling stations. At the same school, our observers recorded the absence of voting screens inside polling wards 8 to 12.


Demiatte Governorate:
• At the 1st constituency that belongs to Demiatte Police Distict, our observers recorded the physical assault on Mohammed Abdol-Hai, the overseeing person in charge of the Al-Siyalah District polling stations, at the hands of the NDP thugs under the guise of the heavy police presence who turned a blind eye and had not attempted to rescue him.
• At the 3rd constituency -which belongs to Faraskoor Police District- and the 4th constituency-that belongs to Al-Zarqa’a Police District- our observers recorded that only the electorates who are in possession of the NDP-Membership Cards are allowed access to Al-Kashef Primary School polling stations to cast their votes. Our observers also recorded the prevention by the security forces of electorates from casting their votes at Al-Atawi Village of the 3rd constituency.
• At the same constituency, our observers recorded the use of microbuses number plates 3877, 1742 and 3757 outside polling stations by the security forces led by the officer Majed Mo’men for the arrest of the representatives and supporters of the Independent candidate, Saber Abdol-Sadeq.


Al-Daqahliyah Governorate:
• At the 2nd constituency that belongs to Al-Jammaliyah Police District, our observer recorded the use of tear gas canisters and heavy handed abuse by the security forces to prevent electorates from casting their votes. The police also arrested both of Khaled Abdol-Mota’al and Mohammed Mahmoud Al-Raiyes the representatives to the Independent candidate Mohamed Faraj as well as Mohamed Shata his campaign manager in Al-jammaliyah City.
• At the 16th constituency that belongs to Meet-Ghamr Police District, our observers have recorded the arrest by the police forces of both of the electorates Faqi Boghdadi and Salah Iesa in front of the Military Secondary School and Jihan Al-Sadat School respectively.
• At the same constituency, our observers have recorded the direct threat of arrest by Saied Khashabah, the Chief Intelligence Officer at Meet-Ghamr Police District to any lawyer who carries a legal proxy to the Independent candidate, in an intimidating move to prevent any monitoring representation inside the polling stations to solicit the ballot rigging in behalf of the NDP candidate.
• At the 3rd constituency that belongs to Bani-Obaiyed Police District, our observers recorded the kidnapping at Al-Waish Al-Hajjar  Village by the security forces of two of the Independent candidate Tareq Al-Desoqi representatives, namely Ayman Abdol-Hai and Mohamed Sa’eid Al-Showaihi. At the same village, our observers recorded the adamant refusal by the overseeing judge to acknowledge legal proxies issued by the official registry office in a move to clear the wards from any independent monitoring representation to facilitate the ballot rigging.
• At the same constituency, our observers have recorded the kidnapping by the security forces of 4 of the Independent candidate representatives at 4 different polling stations. These were Saber Fawzi Faris, a civil servant, Hani Al-Tohami Ahmed, a civil servant, Mohammed Ibrahim Abdol-Mottaleb Al-Asali, a lawyer and Ahmed Al-Adl Abd Rabboh, an agricultural engineer.

The Continuation of the Negative Phenomena during the 3rd Stage


At the start of the first round of the third stage of the parliamentary election which is taking place in 9 Governorates, the observers of the Sawasya’s Centre for Human Rights and Combating Discrimination (SCHRCD), amongst other NGO’s, are still continuing their monitoring of the main election’s features and negative phenomena during this stage which include-but not limited to- wide spread thuggery, tampering with electoral  lists on a large scale, prevention of electorates from casting their votes, the last minute collective registration and transportation of non-residents from outside the constituencies in concern, the rotating polling card, etc. These phenomena are still marring the election process and fundamentally undermine its integrity and its transparency.



Demiatte Governorate:
At the 4th constituency that belongs to Al-Zarqa’a Police District, our observers recorded the physical assault by Ahmed Al-Ghabari, a police officer, on two women journalists namely Rasha Azzab from The Arab Stance Newspaper and Dina Al-A’ami, a researcher at the American University in Cairo (AUC). Both of their IDs were withdrawn by the officer during their coverage of the election process at Daqahlah Village.
At the same constituency, our observers recorded incidents of collective registered votes of non-locals who work in a chain of schools owned by Al-Mandoh Al-Hosaini, the NDP Member of Parliament for Bolaaq and Omraniyah Constituency in Giza Governorates who were collectively transported to Al-Serow polling stations to vote for the NDP candidate, Colonel Al-Azab Al-Iraqi.


Al-Sharqiyah Governorate:
At Kafr Saqr constituency, our observers recorded repeated incidents of collective registry voting. They also recorded more than 4000 repeated votes in Al-Safiyah Village. Also recorded that the overseeing person in charge of ward 74, at Shenait Al-Harabwah Village, has stopped the vote casting process after the discovery of swapping of all electoral lists ( in a move designed to influence the ballot in favour of the NDP candidate by making it impossible for the locals to cast their votes).


Al-Daqahliyah Governorate:
At the 3rd constituency that belongs to Bani-Obaiyed Police District, our observers recorded a microbus ,with Daqahliyah Hire 4015 number plate, carrying a group of women thugs transported to Waish Al-Hajjar  Village to carry out physical assault on women electorates in the village to prevent them from casting their votes. The same scene was repeated in Meet-Badr Khameas Village, but this time with a microbus without a number plate!
At the 10th constituency that belongs to Minyaht Al-Nasser, our observers have recorded the stark differences between the electoral lists given to Ibrahim Awf, the Independent candidate, and those in the hands of the overseeing judges.
At the 1st constituency which belongs to Al-Mansorah Police District No 1, our observers have continuously recorded the use of the so-called rotating card (a vote rigging technique improvised and solely used by the NDP Gurus by which a polling card-which is not supposed to be in circulation outside the polling stations- marked up for the NDP candidate is given to an electorate who would drop it in the ballot box instead of the one handed to him inside the polling ward which he will conceal and hand back to the NDP representative outside the ward in return of agreed sums of money) in Khaled Al-Tokhi ward where only voting is permitted to those who carry the yellow card that belongs to the NDP.
